Vice President for Information Systems/Chief Information Officer (CIO)
CAMPUS: District Administration
SUMMARY:
  The Vice President for Information Systems is a critical component of advancing the college’s vision to become a national exemplar of a comprehensive community college in the 21st century. The position provides strategic, college-wide leadership, planning, project management, and other support for reliable and secure voice, video, and data services, information systems, and applications to meet the instructional and administrative needs of the college. The position also provides strategic, college-wide leadership, planning, and budgeting for the operation and enhancement of the college’s four Learning Resources Centers. The Vice President for Information Systems reports directly to the president and serves on the president’s Executive Staff.
FUNCTIONAL RESPONSIBILITIES:
  1. Provide overall management and leadership for the operational areas of Network Services and Support, Enterprise Information Systems, and Learning Resources Centers.
2. Provide technical leadership, management, and oversight for the planning, design, development, operation, and maintenance of telecommunications and network services for delivery of voice, video, and data services in a complex WAN/LAN environment, including Voice-over-Internet-Protocol telephony and college-wide network operating system capabilities for directory services, print services, application support, electronic mail, and information technology security.
3. Coordinate all activities of the unit responsible for the development, maintenance, operation, and life cycle support of multiple, complex enterprise information systems supporting the college’s administrative functions, including applications that are hosted by the Virginia Community College System’s (VCCS) Information Technology Services Department.
4. Prepare and manage the college’s General Technology Plan, budgets, and spending plans to maintain and enhance the college’s information systems and technical infrastructure.
5. Direct the identification, research, evaluation, acquisition, implementation, and development of new technology and systems to enhance administrative, business, and instructional processes and communicate technology recommendations to the President and her Executive Staff.
6. Coordinate the establishment, maintenance, and communication of policies and procedures for information systems and services.
7. Serve as Chief Information Security Officer (CISO) and develop the college’s information technology security program, policies, procedures, and standards to protect the confidentiality, integrity, and availability of information technology resources in accordance with applicable Commonwealth of Virginia and VCCS directives.
8. Oversee the planning, management, operation, and development of the college’s Learning Resources Centers and programs.
9. Serve as the college’s representative on the VCCS Technology Council and participate on VCCS project teams for information technology planning and implementation.
10. Perform other tasks as assigned by the College President.
REQUIRED QUALIFICATIONS:
  1. Demonstrated knowledge of the protocols and operational areas of information systems as delineated above.
2. At least five years of progressively responsible, successful experience in higher education administration, particularly in the areas encompassed by this vice presidency, with demonstrated results in managing people and tasks in a highly complex work environment.
3. Proven leadership and solid, progressively responsible experience and technical knowledge in the design, implementation, operation, and support of network infrastructure for voice, video, and data services and/or enterprise resource planning systems with demonstrated results in managing people and tasks in a large, highly complex organizational structure, with experience in a multi-campus community college setting preferred.
4. Ability to prepare and manage multiple budgets and spending plans using current office productivity software.
5. Demonstrated strong written, oral and listening skills, including translating complex technical issues to lay audiences. Excellent analytical and problem-solving skills utilizing logical business judgment.
6. Demonstrated organizational, leadership, and communication skills necessary to work effectively with faculty, staff, and students in a large, highly complex organizational structure, with experience in a multi-campus community college setting preferred.
7. Demonstrated understanding of strategic information system resource planning and allocation in the context of a large, preferably multi-campus, community college setting.
8. Demonstrated understanding of and belief in the comprehensive mission of the community college.
9. Master’s degree in Information Systems, Computer Science, or closely related field from a regionally accredited college or university.
