Coordinator of eLearning Design and Development
CAMPUS: District Administration
SUMMARY:
  A new position at Tidewater Community College within a new organization, the Coordinator of eLearning Design and Development is a key leader within the Center for eLearning, demonstrating advanced knowledge in the innovative use of technology for learning and highly developed interpersonal skills with regard to the development, implementation, and evaluation of eLearning courses and curricula.

Reporting to the Dean of eLearning, the Coordinator of eLearning Design and Development provides sound operational management and strong analytical, administrative, and technical leadership in coordinating complex projects throughout the design and development phase.

The Coordinator of eLearning Design and Development is responsible for identifying opportunities to improve learning through instructional design, providing leadership for the selection, development, facilitation, management, and evaluation from inception to the finished product in the eLearning environment while developing a clear vision for the future of the role of emerging technologies in eLearning at TCC.
FUNCTIONAL RESPONSIBILITIES:
  1. Supervises and coordinates the activities of a team of instructional designers, instructional technologists, and faculty specialists for effective development of courses and curricula in eLearning modalities.
2. Works with academic divisions and programs to develop eLearning courses and programs through consultative services of the design and development team.
3. Provides recommendations on course design and implementation issues, incorporating best practices and theories of technological curriculum and instruction.
4. Advises the Dean of eLearning and regularly participates in academic planning as it relates to the application of eLearning technologies.
5. Develops, coordinates, and promotes eLearning within the college community through one-on-one consultations with appropriate design and development team members, as well as workshops, training sessions, manuals, web-based modules, and guidelines for the use of eLearning technologies.
6. Manages the workflow of staff and communicates regularly with faculty and academic division and program leaders regarding status of eLearning projects.
7. Participates in appropriate professional development opportunities such as eLearning conferences to increase level of knowledge in the innovative use of learning technologies.
8. Plans and promotes appropriate meetings, workshops, and conferences to share initiatives and accomplishments of the college's eLearning community.
9. Ensures that all design and development initiatives comply with policies of the college, the Virginia Community College System, the Commission on Colleges of the Southern Association of Colleges and Schools, and program/specialized accrediting agencies..
10. Carries out the hiring process for staff as delineated by college policy and practice.
11. Fosters an environment that encourages staff to take initiative and to pursue innovative strategies for eLearning curriculum design, development, and delivery. Promotes the professional development and renewal of staff.
12. Facilitates the equitable resolutions of all personnel-related issues.
13. Supervises staff to ensure expectations are clear, well communicated, and relate to the goals and objectives of the Center for eLearning.
14. Ensures all requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation.
15. Collaborates with other college departments, including Learning Technology Applications and Information Systems, for the acquisition, delivery, and use of instructional technology resources.
16. Performs other tasks as assigned by the Dean of eLearning.
REQUIRED QUALIFICATIONS:
  1. Demonstrated ability to manage projects in an educational environment, preferably higher education.
2. Demonstrated ability to supervise and evaluate a diverse staff of technical and academic specialists.
3. Demonstrated competence with Blackboard or other learning management system. Experience as an online teacher or learner in higher education preferred.
4. Experience with curriculum and course development and demonstrated knowledge of a broad range of pedagogical issues relative to educational technologies.
5. Ability to interpret and apply Virginia Community College System (VCCS), Family Educational Rights and Privacy Act (FERPA), and college policies and procedures as they relate to student services and faculty support.
6. Fluency in a Microsoft Windows and Microsoft Office environment. Competence with Web 2.0 learning technologies, mobile applications, and social media preferred.
7. Knowledge of Quality Matters, Sloan-C's 5 Pillars program, or other nationally recognized quality assurance entity.
8. Excellent interpersonal and communication skills. Ability to communicate and interact successfully with diverse constituencies and to work effectively in a collaborative, collegial environment. Professional experience working directly with faculty and staff at the college/ university level in the development, implementation, and support of teaching with technology preferred.
9. Master's degree from a regionally accredited college or university with an emphasis in Educational Leadership, Educational Technology, Instructional Technology, eLearning Curriculum and Instruction, or other closely related field.
