The Programmer/ Analyst, as part of the Office of Information Systems, will be the system administrator for the college ID card system (CBORD) and supports users of administrative systems, by implementing projects that meet user needs and the technological initiatives, goals and objectives of Tidewater Community College. |
| FUNCTIONAL RESPONSIBILITIES:

Primary duties and responsibilities include troubleshooting problems and implementation, identifying alternatives, making technology recommendations, analysis and design, programming, documentation, requirements definition, and user training and demonstration related to the college ID card system (CBORD). Additionally, incumbent provides assistance to team members, performs application development on midrange and mainframe computers using SQL, Crystal, Oracle, SAS and related products, as well as on various midrange and personal computer tools and packages. |
| REQUIRED QUALIFICATIONS: |
| |
Extensive knowledge of ID card systems including door access, vending, and system administration. Extensive experience with relational database management systems such as Oracle. Substantial experience with Client/Server development tools such as APEX, SQL. Extensive knowledge of application analysis and programming techniques. Extensive knowledge of high-level programming languages, databases and development needs. Formal training in high-level programming languages and development tools. Substantial experience with high level programming languages and development tools such as COBOL, SAS. Ability to develop procedures and written documentation from complex information systems. Ability to communicate effectively at a technical and end-user level, both verbally and in writing. Ability to supervise and coordinate the efforts of subordinate programmers with other college personnel. Ability to provide technical leadership and training to less experienced personnel. Ability to provide periodic updates and progress reports to supervisors in written and oral formats for self and assigned direct reports. Ability to work independently and as a member of a team with direct supervision. Advanced knowledge of personal computers, operating systems, and desktop computer applications, including Win XP/7 and Microsoft Office 2007/2010. Ability to analyze complex business processes, interpret user needs, and evaluate alternative solutions. Ability to understand program coding and apply such logically. Ability to develop complex computer applications that meet functional requirements of business processes. Ability to troubleshoot and debug complex programs quickly. Ability to handle multiple, complex programs simultaneously while meeting day-to-day needs and periodic deadlines. Substantial experience in application analysis and programming techniques. Extensive experience in writing, testing, and debugging complex computer programs. Extensive experience with development and management of complex midrange and mainframe programming projects. |
| PREFERRED QUALIFICATIONS: |
| |
Bachelor’s degree in Computer Science, Management Information Systems (MIS) or equivalent combination of education, administrative support experience, and training that demonstrates the ability to perform the duties and responsibilities of the position. Extensive knowledge of business processes and administrative functions in a large education environment. |

Commensurate with qualifications. Position is in Pay Band five. The college offers a competitive salary and an excellent comprehensive benefits package. |
