TITLE: Director of Safety and Security
SUMMARY
  The Director of Safety and Security provides strategic leadership and coordination in the development and implementation of a college-wide safety and security program in support of TCC’s educational role. The position supports the vision of TCC as the new millennium’s strategic community college – a national model of a comprehensive community college in the 21st century – by providing a safe and secure environment that supports accomplishment of TCC’s mission while keeping the college’s campuses and facilities open and inviting to the communities they serve. This position is responsible for oversight and management of the college’s security operations, including the contracted security officer organization, its emergency response and management plans, occupational safety and health programs, and the training and professional development associated with the functional areas delineated above.
FUNCTIONAL RESPONSIBILITIES
  1. Plan, organize, direct, coordinate, and oversee the college’s security operations, including the contracted security officer organization, ensuring compliance with security-related college policies and procedures.

2. In coordination with the college vice presidents and campus provosts, develop, maintain, and update as necessary the college’s emergency response and management plans, including the continuity of operations plans.

3. Oversee the college’s occupational safety and health programs, providing information and advice to other college administrators and managers regarding operations and activities under their purview.

4. Serve as the college’s principal liaison with external law enforcement and emergency management agencies, including state and locality police departments and emergency management centers serving the region at the city, state, and federal levels.

5. Ensure compliance with federal and state reporting requirements in the areas of safety and security, such as Clery Campus Security Act reporting, in a timely and accurate manner.

6. Develop, recommend, and maintain college policies and procedures in the areas of security and safety.

7. Manage assigned financial accounts within allocated annual budgets; propose changes to the annual budgets as changed circumstances warrant.

8. Coordinate and provide quality education and training programs related to crime prevention, safety, security, and emergency response for college employees and students.

9. Review reports of security and safety incidents, determining corrective action where appropriate and advising the responsible college administrator(s) of the situation and the action taken or anticipated.

10. Reduce the potential for criminal activity, property losses, and personal injuries on college property by identifying threats and vulnerabilities and recommending appropriate adjustments.

11. Serve as chair of the College Security Committee; serve on other committees as assigned, including the college’s threat assessment team.

12. Direct and supervise direct-reporting assigned staff, including contracted security officer supervisory staff, setting appropriate expectations and evaluating performance against those expectations.

13. Assure compliance with federal and state occupational safety and health regulations; implement management steps to encourage a safer work environment and reduced work-related employee time lost.

14. Research and recommend purchase of new equipment and materials.

15. Oversee and coordinate the procurement of materials and services as necessary to fulfill the responsibilities delineated above.

16. Perform other tasks as assigned.
REQUIRED QUALIFICATIONS
  1. Progressively responsible leadership experience in a combination of safety, environmental health, security, emergency planning, and related functional areas in large, complex organizations, preferably in the higher education sector and preferably in a multi-location environment.

2. Demonstrated knowledge of current security and safety “best practices,” including emergency management and response, in higher education, preferably as they are applied at community colleges.

3. Demonstrated ability to interpret laws, rules, and regulations pertaining to safety and security; to formulate policy and procedures; to compile clear, accurate reports; and to coordinate/facilitate meetings.

4. Demonstrated ability to oversee and supervise the planning and implementation of a security program that spans multiple locations and accommodates the diverse constituencies of a community college.

5. Demonstrated knowledge of community college goals and objectives, of their diverse students and employees, and of the strategic needs of various academic and other college divisions.

6. Demonstrated ability to write clearly and articulately and to give verbal or written instructions in a precise, understandable manner.

7. Demonstrated ability to plan and implement a variety of projects and to articulate the associated implementation strategies.

TITLE: Director of Facilities Management and Services
SUMMARY
  The Director of Facilities Management and Services provides strategic leadership and coordination in the development and implementation of a college-wide facilities maintenance management program. The position supports the vision of TCC as the new millennium’s strategic community college – a national model of a comprehensive community college in the 21st century – by providing quality facilities that support the current and future requirements of the college mission and meet the functional and physical needs of the faculty, staff, and students. This position also provides for the proper administration and management of the college’s custodial staff, the grounds maintenance program, and a fleet of safe, well-maintained vehicles.
FUNCTIONAL RESPONSIBILITIES
  1. Plan, organize, direct, coordinate, and oversee the daily facilities inspection, maintenance, repair, and construction efforts of the college, with the exception of capital projects.

2. Plan, organize, direct, coordinate, and oversee custodial activities and operations involved in cleaning and maintaining college buildings to provide clean and hazard free facilities that meet the needs of the faculty, staff, and students; oversee the collection and disposal of waste materials, including the proper disposition of recyclable materials and hazardous waste.

3. Prioritize, plan, and coordinate the college’s deferred maintenance program, preparing an annual plan making best use of available fiscal and personnel resources, assuring completion of planned maintenance and repair actions, and documenting completed work and emerging maintenance requirements.

4. Plan, direct, and oversee the parking lot and grounds maintenance and landscaping activities of the college so that its campuses and other facilities make a highly favorable impression on visitors, employees, and students.

5. Supervise a college-wide preventive maintenance program for facility equipment and components, to include all mechanical, electrical and structural systems and any other equipment/components associated with the physical plant of the college.

6. Oversee the development and implementation of a college-wide facilities inspection program to identify facility repair and improvement opportunities and develop courses of action to address findings.

7. Coordinate the establishment of work priorities based on schedules, emergency repair requests, and expected need dates.

8. Anticipate on-going maintenance needs and develop plans that include some degree of flexibility for unexpected repair needs of infrastructure systems and special projects.

9. Assist faculty and staff in developing facility maintenance/renovation requirements to improve existing college building spaces; supervise the preparation of cost estimates for budgeting purposes; provide sound recommendations on methods of accomplishment; and adhere to current facility-related policies and procedures.

10. Serve as the college’s primary liaison with the Virginia Community College System Office to develop, monitor, and track college leases and transfer agreements for facility space.

11. Serve as the college’s primary liaison with facilities maintenance contractors, except in those instances where emergency repair work is critical to the immediate need of the respective campus. In this instance, the campus facilities manager will oversee the situation and provide updates to the Director.

12. Provide technical assistance to faculty and staff with regards to environmental issues within the college; serve as liaison with the Army Corps of Engineers, Environmental Protection Agency, and Department of Environmental Quality on clean-up issues associated with the Former Nansemond Ordnance Depot (TCC’s Portsmouth Campus).

13. Oversee the college’s vehicle management/maintenance program, to include the official state vehicle inspection program for the college, for providing safe and well-maintained state and fleet vehicles for college staff use.

14. Design, layout, and maintain a building keying system of all college buildings and maintain a current master keying record on all keys issued.

15. Develop and maintain a master catalog of hazardous materials held by the college, including locations, nominal quantities, and current Material Safety Data Sheets.

16. Research and recommend purchase of new equipment and materials.

17. Direct and supervise direct-reporting assigned staff, including setting appropriate expectations and evaluating performance against those expectations; oversee the selection, supervision, training, and evaluation of college trades, maintenance, and custodial staff; insure that the grounds maintenance/landscaping contractor provides properly trained staff who perform assigned duties correctly and in a timely fashion.

18. Assure compliance with federal and state occupational safety and health regulations; implement management steps to encourage a safer work environment and reduced work-related employee time lost.

19. Assure that college facilities comply with the requirements of the Americans with Disabilities Act and other federal and state regulations concerning accessibility.

20. Manage the Facilities Management financial accounts within allocated annual budgets; propose changes to the annual budgets as changed circumstances warrant.

21. Oversee and coordinate the procurement of materials and services as necessary to fulfill the responsibilities delineated above.

22. Serve as chair of the College Safety Committee; serve on other committees as assigned, including building committees for the selection of providers of design and construction services for new capital projects and renovations.

REQUIRED QUALIFICATIONS
  1. Progressively responsible leadership experience in the field of facilities management of large, complex facilities, preferably in the education sector and preferably in a multi-location environment.

2. Demonstrated knowledge of facilities maintenance management practices and the requirements of a variety of federal, state, and local construction, environmental, and occupational safety regulations.

3. Demonstrated ability to interpret laws, rules, and regulations pertaining to construction, renovation/remodeling, procurement, health, and safety; to formulate policy and procedures; to compile clear, accurate reports; and to coordinate/facilitate meetings.

4. Demonstrated ability to oversee and supervise the planning and implementation of a preventative maintenance program for facilities and related infrastructure.

TITLE: Coordinator of Women's Center
SUMMARY
  The Coordinator of Women’s Center provides strategic leadership and operational coordination for The Women’s Center of Tidewater Community College. The Coordinator is responsible for promoting the Center’s vision and for implementing the 5-Year Strategic Plan developed to pursue the vision; one that identifies The Women’s Center as a critical element in the academic, professional, and personal growth and development of female students, staff, and faculty at TCC. As a result of Women’s Center services, programs and advocacy, these constituents will be prepared to fully participate in the global community of the 21st century. The Coordinator collaborates especially with academic and student affairs staff in the development of services that support the college’s strategic initiatives.

As part of a larger college-wide context, the position supports the college’s vision to be a national exemplar of a comprehensive community college in the 21st century. The Coordinator of Women’s Center ensures consistency, proactive responsiveness, and excellence in all aspects of projects undertaken.
FUNCTIONAL RESPONSIBILITIES
  1. Provide overall leadership and coordination in the design, implementation, and evaluation of The Women’s Center programs and services—including mentoring and leadership initiatives, supportive services, educational programming, academic and professional development activities, and other programs as they arise.

2. Collaborate with academic and student affairs leadership in grant-funded projects that enhance The Women’s Center services and provide supervision for staff supported by those projects.

3. Provide oversight for delivery of support to students including confidential support, advocacy, and crisis intervention services regarding career and academic issues and personal concerns.

4. Serve as an advocate for and provide assistance and information on a wide variety of gender-related concerns such as dating and domestic violence, sexual assault, sexual and gender harassment, occupational segregation, and issues that impact women in science, technology, engineering, and mathematics.

5. Manage the fiscal affairs of The Women’s Center, including monitoring of expenses and accountability.

6. Oversee the Women’s Center Advisory Group, an active team of volunteer women that support the Center by providing links to resources and by raising awareness of The Women’s Center and the college in the community. In conjunction with the college’s Development and Educational Foundation Office, the Advisory Group also raises funds to support Women’s Center projects.

7. Serve on the leadership team for the Office of the Vice President for Academic and Student Affairs and work collaboratively with associate vice presidents.

8. Perform other duties as assigned.
REQUIRED QUALIFICATIONS
  1. A Master’s degree from a regionally accredited college or university, with a degree in women’s studies or related field preferred.

2. Expertise on gender and diversity issues, and familiarity with cutting edge issues for students with regard to women, men and gender.

3. At least 2 years of teaching experience at the collegiate level.

4. Demonstrated understanding of the cultural roots of gender issues and how these issues intersect with race, culture, ethnicity, religion, class, and sexual orientation.

5. Demonstrated knowledge, skills, and abilities to understand and articulate gender-related needs and concerns, women’s issues in higher education, and issues facing women in science, technology, engineering, and math.

6. Experience with advocacy and counseling on a variety of women’s issues.

7. Demonstrated ability to work as a member of an effectively functioning team; effective communication skills with a variety of internal and external constituents; and the ability to function in a collegial and collaborative manner.

TITLE: Campus Dean of Student Services
SUMMARY
  The Campus Dean of Student Services position at Tidewater Community College provides strong leadership and sound operational management for the student services programs that support the college’s instructional programs.

While based at the Norfolk campus, the Campus Dean of Student Services may be assigned college-wide leadership roles for specific student support programs, so as to achieve appropriate consistency, currency, and excellence in the delivery of services across multiple campuses. The Campus Dean of Student Services works collaboratively with the student services deans on the other three campuses and others in the college community to strengthen the learning environment and foster the development of the whole student.

The Campus Dean of Student Services reports jointly to the Provost of the Norfolk Campus and to the Vice President for Academic and Student Affairs; serves as a member of the campus administrative staff organization, the college-wide Academic and Student Affairs Council, and the Council of Campus Deans; and works collaboratively with other members of the college community to advance the college in accord with its vision, mission, core values, and strategic goals.
FUNCTIONAL RESPONSIBILITIES
  1. Provide leadership on campus and college-wide in determining, planning, operating, and evaluating programs that are intended to enhance the intellectual, personal, social, and cultural development of students.

2. Oversee such campus services as admissions, financial aid, records and registration, counseling, orientation, student activities, testing, tutoring, veterans affairs, transfer and career resource services, student employment services, electronic student services, wellness and personal safety, and student photo ID services, assist as needed in coordinating these services college-wide.

3. Supervise, evaluate, and support staff assigned to student services. Specific responsibilities include:
• Carrying out the hiring process of full- and part-time staff as delineated by college policy and practice.
• Facilitating equitable resolutions for personnel-related issues.
• Fostering an environment that encourages staff to take initiative and to pursue innovative strategies for the efficient and effective delivery of services to students.
• Promoting the professional development and renewal of staff.

4. Ensure that student services are coordinated with such associated college services as the Women’s Center, International Student Services, and Disabilities, as well as with such grant projects as Tech Prep, Bridges, Upward Bound, Open Door, and PASSport.

5. Manage complaints and appeals from students, parents, faculty, and staff, and adjudicate student disciplinary matters.

6. Manage a variety of budgets in order to effectively and efficiently operate the division of student services and to provide various types of scholarship and employment opportunities for students.

7. Interact with a variety of non-college agencies to provide the optimal delivery of services involving food, parking, security, and book sales.

8. Work collaboratively with the Campus Provost, division chairs, the Associate Vice President of Student Development and Enrollment Management, and other campus-based and college-wide faculty and staff, to:
• Provide appropriate input into the development of a comprehensive class schedule which is responsive to community and student needs, curriculum requirements, and room utilization standards.
• Communicate accurate information to students while providing a high level of customer service.
• Provide appropriate input regarding significant patterns and trends in enrollment.
• Evaluate services to students and initiate improvements wherever feasible.
• Support student success activities and emerging student retention efforts.
• Provide a functional and attractive campus of which students, faculty, staff, and community members can be justly proud.
• Recognize students who have demonstrated unusually meritorious academic, athletic, or service-oriented accomplishments.
• Accurately interpret and effectively respond to federal and state mandates.

9. Cooperate with colleagues from Academic and Student Affairs and other areas to achieve college-wide consistency and coordination in the delivery of programs and services. Specific college-wide assignments include:
• Working collaboratively with the Vice President for Academic and Student Affairs to promote college-wide articulation with high schools, colleges and universities, and other agencies.
• Coordinating college-wide services and programs as assigned by the Vice President for Academic and Student Affairs.
• Working collaboratively with the Vice President for Academic and Student Affairs and the Office of Institutional Advancement to provide input regarding the currency and accuracy of college literature in both print and electronic formats.
• Working collaboratively with the Vice President for Academic and Student Affairs, the Office of Institutional Advancement, and the Office of Information Systems to provide input concerning the development and maintenance of any web site for student services, and work with staff to ensure that web sites are current and follow college guidelines.
• Ensuring that curricular changes are communicated effectively to appropriate campus and college offices, to include Admissions and Counseling.
• Working collaboratively with the Division of Workforce Development to provide support services for the identified needs of business, industry, the military, and other workforce constituencies.
• Representing the college at designated professional meetings and community events.
• Working collaboratively with Academic Services to ensure that student needs for accurate programmatic information, appropriate learning assistance, and other services are met in a way that enhances the quality of the student experience.

10. Perform other functions, at the direction of the Campus Provost and/or the Vice President for Academic and Student Affairs, as needed, for the benefit of the college.

  1. Master’s degree in Student Personnel Administration or related field from a regionally accredited college or university.

2. Progressively responsible higher education work experience in student services, preferably within a community college.

TITLE: Academic Dean, Division of Languages and Speech
SUMMARY
  The Academic Dean position at Tidewater Community College provides sound operational management and strong academic leadership for a designated selection of disciplines and related instructional programs grouped as an academic division.

While based at one of the college’s campuses, the Academic Dean may be assigned a college-wide leadership role for specified disciplines and programs so as to achieve appropriate consistency, currency, and excellence across multiple campuses in academic programming and delivery of instruction. The Academic Dean works collaboratively with others in the college community to strengthen the quality of the teaching and learning environment so as to foster the development of the whole student.

Carry out the hiring process for faculty and staff as delineated by college policy and practice.

Ensure that all full-time and adjunct faculty have appropriate credentials as specified by the Commission on Colleges of the Southern Association of Colleges and Schools and by the Virginia Community College System, maintaining files with appropriate documentation.

Supervise and evaluate all full-time faculty and classified staff who report to the division. Ensure that adjunct faculty are appropriately hired, supported, and evaluated.

Facilitate equitable resolutions for all personnel-related issues.

Foster an environment that encourages faculty and staff to take initiative and to pursue innovative strategies for curriculum development and delivery.

Promote the professional development and renewal of faculty and staff.


2. Promote and maintain excellence in teaching and learning for divisional courses and programs. Responsibilities include.

Oversee all instructional programs of the division, ensuring that they comply with applicable college and VCCS policies.

Through the use of advisory committees and other means, ensure the currency and relevancy of occupational/technical programs as benchmarked against business and industry standards.

Ensure the transferability of appropriate courses and programs, working with discipline faculty to benchmark programs against the standards of four-year colleges and universities.

Ensure that instructional programs and associated faculty comply with standards for regional accreditation as well as those for any applicable specialized accreditations and certifications.

Work with students to resolve any curriculum issues and instructional concerns.

In collaboration with appropriate faculty, ensure program integrity by overseeing the course waiver/substitution process and by establishing procedures to ensure that all course outlines are in compliance with college standards and are consistent within the discipline across the college.

In cooperation with the Office of Institutional Effectiveness, oversee the assessment of academic courses and programs.

In coordination with the Office of the Vice President for Administration, encourage and provide guidance to faculty to actively engage in appropriate program marketing and student recruitment, promoting a diverse and academically strong student body.

Working collaboratively with student services professionals, ensure that students are accurately advised as to course and program requirements.

3. In conjunction with the campus Provost, oversee processes and procedures for the overall management of the division, to include:

Develop and input the class schedule for the division, with consideration to college efforts to meet community and student needs, curriculum requirements, faculty schedules, and room utilization.

Review enrollment to determine any significant patterns and trends that should be considered for curriculum revision and future class scheduling.

Review enrollment data for room and class load efficiencies, to ensure the most effective and efficient use of college resources.

Develop and oversee the divisional budget, ensuring that appropriate records are maintained.

Working with the appropriate faculty and staff, oversee any divisional labs and the purchase of equipment and supplies.

4. Work collaboratively with Academic and Student Affairs colleagues to achieve college-wide consistency and coordination in the delivery of programs and services. Specific college-wide assignments include:

Work in conjunction with the Vice President for Academic and Student Affairs to formulate and review college-wide articulation agreements with high schools, colleges and universities, and other agencies.

Coordinate college-wide disciplines and programs as assigned by the Vice President for Academic and Student Affairs.

In conjunction with the Vice President for Academic and Student Affairs and the Office of Institutional Advancement, maintain currency and accuracy of program literature in both print and electronic formats for the division.

In conjunction with the Vice President for Academic and Student Affairs, the Office of Institutional Advancement, and the Office of Information Systems, oversee the development and maintenance of any web site for the division and work with faculty to ensure that their web sites are current and follow college guidelines.

Communicate curricular changes to appropriate campus and college offices, to include Admissions and Counseling.

Working in conjunction with the Division of Workforce Development, respond to the identified needs of business, industry, the military, and others to develop and revise credit workforce programs.

Represent the college at designated professional meetings and community events.

Working collaboratively with Student Services, ensure that student needs for accurate programmatic information, appropriate learning assistance, and other services are met in a way that enhances the quality of the student experience.

TITLE: Automotive Adjunct
SUMMARY
  Adjunct faculty members must be responsible for effectively planning and teaching courses in a classroom environment to students with a variety of academic backgrounds and experiences.
FUNCTIONAL RESPONSIBILITIES
  All faculty members must be skilled in oral and written communication and must be able to work cooperatively with other staff members.
REQUIRED QUALIFICATIONS
  Bachelor's in teaching field OR an Associates degree in teaching field with demonstrated competency in teaching field. Two years related work experience.
PREFERRED QUALIFICATIONS
  ASE Master Technician.

Teaching experience in the discipline.

Candidates should possess sufficient technology skills to work productively in an organization that utilizes significant information and instructional technology resources.
